With Leroy Sane having been sold to Bayern Munich, Pep Guardiola has identified the highly-regarded 20-year-old as his replacement.
Negotiations have already taken place between the relevant parties, with Valencia said to be ready to sell for a fee in the region of £37m.
According to L'Equipe, that could lead to a transfer being officially confirmed at some point in the next 24 hours.
The Spain Under-21 international has contributed six goals and seven assists in La Liga and the Champions League since last August.
Valencia have been forced to part ways with one of their key men due to his contract being due to expire next summer.
