After a scoreless opening quarter, the Browns defence worked hard to keep the Raiders from scoring, giving Cleveland a 10-3 lead at half-time.
Trent Richardson rushed a touchdown in the fourth quarter to secure the win for the Browns.
Rookie quarterback Brandon Weeden, who overcame a concussion to play this week, recorded his best figures of the season.
The result gives the Browns their first back-to-back wins of the year, after defeating the Pittsburgh Steelers last week, and their first win on the road since beating the Indianapolis Colts last September.
The loss was the Raiders' ninth of the year.
