The Nigerian was forced to come from behind to claim victory but her power was evident as she beat her rivals to the line.
Tianna Madison of the United States came in second with a personal best that equalled Okagbare's time.
Murielle Ahoure looked to have missed out in third place but her time was quick enough to earn her a spot in the final.
