The returning Alastair Cook won the toss and put Sri Lanka into bat on an overcast day at Old Trafford.
James Anderson was the man to remove both Sri Lankan openers early on, with both Lahiru Thirimanne (7) and Tillakaratne Dilshan (2) edging deliveries through to wicketkeeper Jos Buttler.
Jordan then got rid of Kumar Sangakkara (13) before James Tredwell trapped Mahela Jayawardene (12) lbw.
Jordan's deliveries were proving too good for the Sri Lankan batsmen and he took four of the last six wickets to finish with figures of 5-29 as Sri Lanka were bowled out for 67 - their third-lowest ODI total ever.
The five-game series is currently tied at 1-1.
