Villa, who were relegated to the Championship last season, swooped in for McCormack after Norwich City reportedly had an £11m offer knocked back by Fulham.
The Cottagers accepted an offer from the Midlands outfit, which was £1m more than Norwich, on Wednesday.
The cost of the transfer matches the second-highest fee paid by Villa in the club's history.
Manager Roberto Di Matteo told the club's official website: "I'm delighted to bring Ross on board. He's a player with proven track record and plenty of experience in the division. He is a player whose goalscoring record has been excellent everywhere he has been and we feel he can be an important addition."
Villa will kick off their Championship season on Sunday away to Sheffield Wednesday.
