Chelsea are reportedly demanding a fee as high as £10m for midfielder Marco van Ginkel this summer.
The 25-year-old joined the Blues from Vitesse for £8m in 2013 but has since managed only 11 minutes of Premier League football for the side, instead being sent out on loan to AC Milan, Stoke City and PSV Eindhoven.
According to football.london, PSV are interested in signing the Netherlands international on a permanent deal after a campaign in which he scored 14 goals in 27 appearances to help them to the Eredivisie title.
The publication says that Chelsea have quoted them a transfer fee of £10m, however - a figure that PSV are said to have "baulked at".
Despite his lack of game time with his parent club, Van Ginkel signed a new deal with Chelsea in 2016 keeping him at the club until the end of next season on estimated wages of £40,000 a week.
