Governing body Athletics Kenya has announced a number of anti-doping measures following a string of high-profile cases involving athletes from the country.
It is believed that 38 Kenyan athletes have failed drug tests, including Boston Marathon champion Rita Jeptoo, who has tested positive for EPO.
"If an athlete is found culpable, they will be banned in accordance with the new rules - which extend to four years," AK president Isaiah Kiplagat told BBC Sport.
"Agents will also be removed and they must be sanctioned. In fact for agents it's easier, because if you're the one who injected or found to have been contributing towards persuading the athletes to take banned substances, that's a criminal offence.
"While athletes can be banned for four years, agents can go to jail."
Athletes will now undergo more out-of-competition checks and be given biological passports to test their blood and urine samples monthly.
