Former Team Sky rider Jonathan Tiernan-Locke has been given a two-year ban for an anti-doping violation.
The 29-year-old was found to have breached anti-doping rules when anomalies were found in his biological passport back in September 2012.
UK Anti-Doping (UKAD) held a hearing into the matter last month, but they claim that Tiernan-Locke "did not sufficiently explain the abnormal values" that were discovered in his samples.
The cyclist argued that he drank excessively 32 hours before the original sample was taken, then failed to eat or drink anything except for painkillers.
Tiernan-Locke was dropped from Team Sky on July 17 before being stripped of his 2012 Tour of Britain title.
UKAD director of legal Graham Arthur said: "This is the first athlete biological passport case handled by UK Anti-Doping, handed down under the rules by the UCI.
"The panel found Jonathan Tiernan-Locke to be in breach of the UCI Anti-Doping Rules and consequently he has been handed a two-year ban preventing him from competing or training in sport."
Tiernan-Locke joined Team Sky on a two-year contract ahead of the 2013 season.
