Williams driver Pastor Maldonado was fined by race stewards at the Japanese Grand Prix after one of the tyres came off the car during Friday's first practice session.
The Venezuelan was on his third flying lap of the session when the wheel fell of at Turn 13, causing his car to spin.
His tyre rolled into a gravel trap, which caused no further incident but the stewards regarded it as a "serious safety issue".
"The team has assured the stewards that the appropriate measures will be immediately implemented to ensure compliance," they added.
Maldonado lies 16th in the drivers' championship having only won a single point so far this season.
