The NFL report into the bullying scandal at the Miami Dolphins has stated that Richie Incognito "dictated" the abusive culture in the team's locker room.

Lead investigator Ted Wells released his findings on the scandal last week, ruling that offensive lineman Jonathan Martin was verbally abused and threatened by Incognito.

The 144-page document also mentioned that John Jerry and Mike Pouncey were involved in the bullying, but Wells wrote that Incognito was the ringleader and set the tone for abuse to take place.

"To a great extent, Incognito dictated the culture. We doubt that matters would have gotten so out of hand had Incognito not set a tone on the offensive line that made extremely vulgar taunting a typical form of communication," read the report.

The report went on to say that Martin was not the only victim of harassment, with one other player and an assistant coach being mentioned as others.
