Ryan Succop got the Titans on the board with a 47-yard field goal early in the fourth quarter, before Locker connected with Delanie Walker with a deep pass to leave Tennessee just six points behind.
Romo completed a string of passes to Dez Bryant to quickly get the Cowboys into the red zone, before a three-yard pass to the wide receiver gave the home side their second touchdown of the evening.
Walker tried to get deep to give Locker another chance for a Titans score, but linebacker Rolando McClain intercepted the pass to keep the Cowboys in control.
Bailey added another field goal late on to end any hopes of a Titans comeback.
