Broad struck twice in two deliveries to remove Hamish Rutherford (23) and Ross Taylor for a golden duck.
Dean Brownlie came to the crease and was tentative in making eight off 36 balls.
He will resume play tomorrow with Kane Williamson (32) as the hosts struggle on 66-3.
