UEFA have postponed the disciplinary hearing into the scenes that marred England Under-21s' match with Serbia in October until December 13.
Players and coaching staff from both sides were involved in scuffles at the final whistle after England had scored a late winning goal to progress through to the Under-21 European Championships.
Danny Rose was also the subject of alleged racist chanting from sections of the Serbia crowd.
Charges were brought against both sides in the aftermath of the incidents, but UEFA believe that there is currently insufficient evidence for the nine-man disciplinary board to consider charges against either football association.
In a separate investigation, England players Steven Caulker and Tom Lees were also charged by Serbian police for their part in the brawl that took place at full-time.
