The 22-year-old striker has been linked with a move away from Manchester City in January.
"I would have a question mark over Mario's move here," Marchisio told Il Messaggero.
"Here we have rules. He has tremendous talent, but I'm not sure whether he will be able to change here."
Balotelli has scored one goal in 13 Premier League appearances so far this season.
