The result on the night was enough to see the Spaniard progress 5-3 on aggregate.
After a goalless first half, the visitors effectively killed the game off on 47 minutes thanks to Adil Rami's deft header.
Ola Toivonen's strike just after the hour gave PSV some hope, but they were unable to breach the Valencia defence again.
