Two people in Nevada have filed a complaint with the US District Court, accusing the Filipino of defrauding ticket buyers, television viewers and gamblers.
The plaintiffs are seeking "all relief allowed by law" from the 36-year-old's camp, reports Reuters.
Nevada Athletic Commission boss Francisco Aguilar previously said that Pacquiao could face punishment if he is found guilty of intentionally concealing his injury pre-bout.
Mayweather defeated Pacquiao by a unanimous decision at the MGM Grand Garden Arena on May 2.
Reports suggest that Pacquiao is unlikely to box again for nine to 12 months due to his injury.
