Taylor, who was released by Newcastle United in May, has signed a one-year deal with the Tigers.
Meanwhile, Clucas has joined the club from Chesterfield on a three-year deal for an undisclosed fee.
Taylor was told of his release by Newcastle in a joint phone call with former teammate Jonas Gutierrez.
