Barka held off Ukraine's Tetyana Lavrenchuk to win 3-1 at the Heydar Aliyev Arena in a closely-fought encounter.
Barka had advanced to the final after coming through a tough match, beating Irina Netreba 3-1 in the semi-final, while Lavrenchuk had cruised to a 5-0 win over Turkey's Elif Jale Yesilirmak.
In the bronze-medal matches, Norway's Grace Bullen crushed Netreba 5-0 to pick up her country's first medal, while Yesilirmak was victorious over Anastasiya Huchok.
