While the Catalan giants hold a long-standing interest in the forward, the financial implications of the coronavirus pandemic have left the La Liga leaders struggling to meet the 22-year-old's release clause.
Earlier this week, the Italian giants insisted that they are not prepared to accept lower than the designated fee, said to be set at £99.6m.
However, according to The Guardian, Inter's stance will not result in Barcelona contemplating an approach for a cheaper alternative.
The report reiterates that the plan is for the Spanish side to offer at least one player in part-exchange as they look to reduce their financial outlay.
No deal is expected to materialise unless Inter are able to sign a player of Antonio Conte's choosing.
