Blackpool president Valeri Belokon has admitted that the ongoing situation at the club regarding a lack of first-team players has left him "feeling worried".
The Tangerines currently have eight professional players on their books, and manager Jose Riga has so far been given the funds to recruit just two new names with the Championship season now a fortnight away.
"I am really upset about the situation now," Belokon is quoted as saying by BBC Sport. "Last season we finished so-so and this year we've started with just eight players so it's really terrible.
"I've been quiet, I'm always waiting and between the shareholders I try to explain. But, at this moment, I cannot be quiet because I'm a fan of Blackpool Football Club and I'm really worried about the situation now.
"Firstly I will write my open letter, then after I will explain through the media, for all supporters, what is my position. In this letter I say 'please, please, start the work'. If they start the work it's okay. If not, I continue and I have my plans."
Blackpool kick off their season with a trip to Nottingham Forest.
