The 21-year-old has recently broken into the Germany set-up, while his performances at club level have attracted a host of outside interest.
According to Bild, Chelsea currently lead the race for the full-back, who has a contract with his current club until 2017.
Rudiger has been with Stuttgart since 2011, making his first-team debut in 2012. Last season, he made 35 appearances in all competitions.
