The 31-year-old became available on a free transfer this summer after ending a three-year spell at Manchester City.
Navas is very familiar with Sevilla, having come through the Spanish club's youth ranks before spending 10 seasons in the first team.
When the winger joined City in 2013, he cost the North-West outfit £14.9m, but the club will not recoup any of that money after opting against renewing the player's contract at the end of last season.
Navas scooped a Premier League winners' medal and two League Cup triumphs during his time at the Etihad Stadium, but did not figure in Pep Guardiola's plans for the upcoming season.
