The forward has found opportunities restricted under Michael Laudrup, who admitted earlier this week that the former Carlisle United man could leave in January.
Graham put himself firmly in the shop window with a smart 19th-minute finish, which came following David Stockdale's tame parry from Nathan Dyer's shot.
Creative duo Bryan Ruiz and Dimitar Berbatov combined well on several occasions and came close to finding Fulham an equaliser.
Berbatov had headed into the ground and over the bar from Ruiz's earlier corner when the scores were goalless, and the latter came close to levelling the match before the break.
His swerving 20-yard shot was well saved by Gerhard Tremmel, who palmed the drive over the crossbar to ensure that the Swans entered the break ahead.
