FC Twente centre-back Douglas is wanted by clubs in four countries, including England, according to his agent.
The 25-year-old looks likely to leave the Eredivisie club this summer, with Newcastle United, Fulham and West Ham United all previously linked with moves.
However, his representative Rodrigo de Silveira Da said that the Premier League trio face competition from clubs in Germany, Turkey and Russia.
"At the moment there is nothing official, we were in Europe last week and have some options," De Silveira Da told Sky Sports News.
"There is interest in England, Germany, Turkey and Russia so we are going to discuss all the opportunities.
"His dream is to play in the Dutch national team at the World Cup in Brazil. We need to find a very good club. This is the reason we are waiting."
The Brazilian-born defender has opted to represent Holland at international level.
