Although a compensation fee will be required if he moves elsewhere, the Daily Mail claims that United are interested in the teenager.
While a seven-figure fee has been mentioned, it is suggested that the two clubs are yet to agree a compromise over the sum which will be paid to City.
McNeill, who does not turn 17 until September, is a boyhood United fan, increasing the likelihood of a transfer to Old Trafford.
