A strong start from the hosts saw Italy take a 13-5 lead midway through the first half courtesy of a Sergio Parisse try in addition to a penalty and drop goal from Luciano Orquera.
France soon fought their way back into the match, scores from Louis Picamoles and Benjamin Fall helping the visitors to a two-point lead at the break.
The visitors looked to have taken control of the fixture after the break, extending their lead to 18-13, but a Martin Castrogiovanni try put Italy back ahead with just over 20 minutes remaining.
Another drop goal for the hosts left France needing to score a try in the final 10 minutes, but some strong defensive play from the home side ensured their victory.
