The 30-year-old defender made two appearances for his country at this summer's World Cup and is believed to have cost the Italian club €2.5m (£1.98m).
He had been at Monterrey for six seasons, after joining the Mexican outfit in 2008 from Estudiantes.
Basanta has made 10 appearances for Argentina's national side.
