The England international, who is without a goal in his five Premier League outings this term, has been replaced up front by summer signing Heung-Min Son.
Head coach Mauricio Pochettino has also made three alterations to the defence that won 1-0 at Sunderland last time out, with Kieran Trippier, Kevin Wimmer and Danny Rose all coming into the rearguard to join Toby Alderweireld.
As for the visiting Azerbaijanis, their attack will be spearheaded by Brazilian frontman Reynaldo.
