Gunners boss Arsene Wenger was thought to be interested in Stoke City's Asmir Begovic and Sunderland's Simon Mignolet before being put off by the valuations of their respective clubs.
The Premier League side could now land Adler, 28, for around £5m at the end of the season, according to The Mirror.
Adler joined Hamburg from Bayer Leverkusen last summer on a free transfer.
