The 20-year-old was set to complete a move to Fiorentina last week before the club pulled out of the deal.
However, according to ANSA, he will now pen a five-year contract with Lazio, who have agreed a €10m (£7m) fee plus bonuses with Genk.
Milinkovic-Savic has played for Serbia at Under-21 level.
