The 22-year-old is highly rated at the Camp Nou, but has struggled to command a regular spot in the first XI due to the form of Neymar, Alexis Sanchez and Pedro.
According to Marca, that has attracted the interest of Liverpool, who are in the market for fresh attacking options in the January transfer window.
The report from the Madrid-based publication has claimed that the Spaniard will move to Anfield on a six-month loan deal when the January transfer window opens.
Tello's current release clause stands in the region of £22m.
