Bell, 20, has only made one appearance for Birmingham and failed to appear for Mansfield Town during a short loan spell earlier in the season.
The defender was recalled from Mansfield after the lack of first-team opportunities given to him.
Bell could make his Swindon debut on Saturday against Barnsley in League One.
