The 20-year-old midfielder will finalise his move to the La Liga club providing he passes a medical on Thursday.
"Andre Gomes will take a relevant medical examination on Thursday, July 17 to become a new player of Valencia CF," read a statement on the Valencia website.
The move ends speculation linking Gomes with a move to Premier League club Everton.
