Wigan Athletic manager Roberto Martinez has insisted that his comments regarding the match officials in the Latics' defeat to Manchester United earlier this month were "rational".
The Spaniard was charged by the English governing body for accusing the referees for favouring United at Old Trafford following Wigan's 4-0 loss.
"I think it was a rational comment and something I would like to explain," said Martinez. "I can remember my points in the press conference, I can remember the analysis of the game.
"I've got huge respect for [referee] Michael Oliver and I never questioned his integrity. But it's true that we were at the wrong end of two big decisions and it's something you have to comment on at the end of the game."
Martinez has until 4pm today to officially respond to the charge.
