Riga, 56, guided Charlton to safety in his short stint at the club at the end of last season, but has now been replaced by Bob Peeters.
According to the Blackpool Gazette, Tangerines chairman Karl Oyston was recently in London pursuing high-profile targets, and Riga has emerged as the frontrunner.
The seaside Lancashire club have been without a permanent boss since the January dismissal of Paul Ince.
Barry Ferguson took temporary charge in the remaining months of the 2013-14 season, and they only just stayed in the Championship on the final day of the campaign.
