Chelsea manager Andre Villas-Boas has admitted defeat in the club's pursuit to sign Neymar.
The Brazilian striker has committed his future to Santos until after the 2014 World Cup.
However, Villas-Boas believes that the 20-year-old has already decided which club he will be linking up with when he leaves Santos.
"I think that the Neymar matter is closed and locked in a safe," the Portuguese coach told reporters at the Laureus World Sports Awards ceremony.
"He has decided his future and no-one knows where he will go. Unfortunately, he will not come to us."
Spanish clubs Barcelona or Real Madrid are believed to be Neymar's likely destination.
