According to Calciomercato, the Reds are preparing to make an offer for the Italian, with the Serie A outfit reluctantly willing to offload some of their key players due to their financial concerns.
The 24-year-old, who still has three years remaining on his contract, is believed to be valued at around £60m, though Liverpool are unlikely to afford such a fee unless they generate funds from their own player sales.
Barella has become a key figure in Inter's midfield since his arrival from Cagliari in 2019 and helped them to win the Serie A title for the first time in over a decade last season.
The Italian, who was also a standout performer at Euro 2020, scored three goals and provided 13 assists for I Nerazzurri in 46 appearances across all competitions last term.
