Magpies boss Alan Pardew is ready for a race with Fulham and Celtic to sign the Scottish international in the January transfer window.
Rhodes has a £2m release clause in his contract at the League One club.
The 21-year-old made his full international debut as an 87th-minute substitute in Scotland's 2-1 win over Cyprus last week.
