The Kenyan international was a free agent after his contract at Inter Milan expired at the end of last season.
However, Parma confirmed in a statement on the club's website that the midfielder has agreed a 12-month contract to return to the club, with the option for two more years.
Mariga spent three seasons with the Italians before moving across Serie A to join Inter in 2010.
