Wigan Athletic was incensed by Andre Marriner's failure to disallow Blackburn's second goal at the DW Stadium this afternoon.
Rovers winger Morten Gamst Pedersen appeared to pass to himself from a corner, before crossing for Junior Hoilett, who headed the ball into the net.
However, Marriner failed to spot the incident and allowed the goal to stand, something that left Martinez angry.
"It is scandalous," the boss told Sky Sports News. "It has been too many times now that this has happened.
"It is easy to referee Wigan Athletic because we have a small voice in the Premier League."
Martinez also took the time to praise the performance of his players during the 3-3 draw.
"The performance was magnificent and we created enough chances to win the game," he added.
"The goals that we scored were magnificent in every aspect."
Wigan remain bottom of the Premier League table after today's draw.
