However, El Desmarque suggests that Jurgen Klopp is keeping his options open as he considers strengthening his squad during the summer.
Despite Isco expected to cost in the region of £59m, the report claims that Liverpool would have to pay a higher fee for Ruiz.
During his 18-month stint in Naples, the 23-year-old has contributed eight goals from 66 outings in all competitions, which includes four appearances against Liverpool in the Champions League.
