Despite starring for the French giants during their run to the Champions League final, the 35-year-old will depart the Parc des Princes after Sunday's showdown with Bayern Munich.
Due to becoming a free agent, the veteran is not short of offers with Fiorentina tipped to be one of the clubs at the front of queue.
However, according to The Athletic, Chelsea are making every effort to conclude a deal for the Brazilian ahead of the new season.
While Silva would add vital experience to an inconsistent backline, the move has partly materialised due to Lewis Dunk penning a new contract at Brighton & Hove Albion and West Ham United's high valuation of Declan Rice.
The centre-back, who turns 36 next month, has spent the last eight years at PSG, making a total of 282 appearances in all competitions.
