The 20-year-old had been co-owned by both teams, but the Bianconeri have now bought out his contract.
A statement released by Juventus on their official website has confirmed that he has signed a deal until June 2019 and will cost them €3.5m (£2.64m).
Rugani has been an ever-present for Empoli in their 21 league matches this season.
