Despite having recently penned a new five-year contract at Elland Road, the academy graduate continues to be linked with a switch to the Premier League.
While the Yorkshire giants are unlikely to contemplate a sale while they are attempting to earn promotion from the Championship, it appears that clubs remain keen on the 24-year-old.
According to the Daily Mail, United and Arsenal are among the clubs who may be prepared to make a big-money approach for Phillips.
Aston Villa are also said to be monitoring the situation, although they would likely need to sell before moving for the £40m-rated player.
Phillips has started in all but one of Leeds's 25 league games this season, with his solitary absence because of suspension.
