FIFA president Sepp Blatter has claimed that changes need to be made in the governing of world football.
Blatter has been under pressure to step down from his role in recent days amid corruption allegations surrounding Qatar's winning bid to host the 2022 World Cup.
While there are calls for him not to stand for re-election next year, Blatter believes that it is the organisation's responsibility to maintain the integrity of the game.
"The world is changing, our game is changing and so our organisation must also change," he told FIFA's annual congress in Sao Paulo.
"It is important times for football and for FIFA. It is our duty to keep football going forward but also to keep our governance and control bodies installed, not only at FIFA level but also national associations and confederations.
"It is not only to develop the game but also to ensure the integrity of the game and to protect the game of the people. It is our duty to lead by example and behave like an example, with integrity."
Blatter became FIFA president in 1998 before being voted in for three further terms.
