Representing the home nation, Evgeny Kuznetsov and Ilya Zakharov ran the Chinese pair close and posted a session-topping 98.04 for their final routine, a forward 4-1/2.
Bronze went the way of Mexico's Jahir Ocampo and Rommel Pacheco, who finished 30 points off the pace with a final score of 422.58.
Great Britain's Jack Laugher and Chris Mears had been due to compete in the event but withdrew for unknown reasons earlier in the day.
