The report claims that David Moyes's side have placed a large contract offer on the table for the attacker, which would see him become the best-paid player at London Stadium.
Memphis, who previously played in the Premier League for Manchester United between 2015 and 2017, scored 13 times in all competitions for Barcelona last season.
