Dunga has described Neymar's four-match ban as a 'huge loss' for both Brazil and the Copa America.
Neymar will miss the remainder of the tournament after the 23-year-old was shown a straight red card in Wednesday's 1-0 defeat to Colombia, while also receiving a £6,000 fine for his brawl with Jeison Murillo and Carlos Bacca.
However, the Brazil coach is reluctant to place the blame on the forward and instead believes that it was down to the tactics of the Colombian players for Neymar's sending off.
"Neymar is a huge figure in football," Dunga said, according to Goal.com.
"The attention on him is big also. Everybody who likes football wants to see him on the field - like Lionel Messi, Angel Di Maria and Alexis Sanchez. With him, the spectacle would be better, with more quality.
"If each one of us who made a mistake was cut, no-one would be here. We're here to make them grow, not to search for guilty ones."
Brazil remain top of Group C and will face Venezuela on Sunday.
