The England Under-21 international spent the majority of last season on loan in the Championship with Nottingham Forest and Middlesbrough.
However, he will now be given the chance to prove his ability in the Premier League at Turf Moor, where he will spend the next six months.
The 19-year-old is yet to make a senior appearance for his parent club.
