PSV Eindhoven midfielder Kevin Strootman will be allowed the leave the club in January, according to the player's agent.
The 22-year-old has a growing reputation in Europe and has attracted reported interest from AC Milan, Real Madrid and Manchester United.
"Strootman has had a good time in Eindhoven, but he decided that he wants to prove himself in a better league," Chiel Dekker told reporters in the Netherlands.
"If an agreement is able to be reached with a potentially interested club, PSV will allow Kevin to leave in January."
Strootman joined PSV in June 2011 following spells with Sparta Rotterdam and Utrecht.
